Creating a Better Workplace through Safety and Health Management

 

 

Petroleum and natural gas are highly flammable and are therefore rated as hazardous substances. Accordingly CPC is committed, through implementing its corporate social responsibility (CSR) policy and practice, to ensuring not only smooth production but also the safety and health of its employees, its affiliates and neighboring community residents. Proper allocation of safety and health resources and training in petroleum and natural gas exploration, refining, logistics and marketing are crucial.

 

CPC’s core corporate value is safety and health. It complies with safety and health regulations throughout its design, construction, production, and service phases. It continuously works on lowering the level of risk to which human resources, equipment and the environment are exposed and on improving preventive precautions and workers’ health through the PDCA (“plan-do-check-act”) management mechanism. Further, the company is raising its peoples’ self-safety awareness to help in achieving the ultimate goal of bringing industrial accidents down to zero.

 

Safety and Health Policy essentials are: safety disciplines, inspection of facilities; health standards enforcement, liability compatibility; risk management in systems operation; continued improvement and commitment to sustainable development.

 

Safety and Health Management

 

1. Safety and Health Management System Implementation: In addition to OHSAS 18001, CPC has implemented the Taiwan Occupational Safety and Health Management System (“TOSHMS”) since 2008 to minimize the risk of industrial accidents. Thirty-one of CPC’s business units were TOSHMS-certified as of 2011.

 

2.Contractor Management Enforcement: CPC defines and segments construction hazards and requires its contractors to comply with its own safety and health policies and work permit control. Contractors who fail in safety and health training and exercises are barred from CPC premises. Each CPC plant manages contractors’ access, the number of contractors’ employees and contractors’ construction and other work.

 

3.Key points in Equipment Safety Management: being proactive in equipment and facility preventive maintenance and inspection to ensure safety in use; continuous inspection of hazardous equipment safety features and procedures, of its mechanical integrity (“MI”) and checking on changes to specification.

 

4.Construction Safety protocols: inspection of work-site, plant safety and health measures; headquarters construction safety inspection by CPC headquarters specialists and senior management visits; regular and unscheduled “pop-up” inspections and follow-through on implementation of required improvements.
